THE BRIEF
The client required a robust workforce management system to help hospital managers monitor staffing levels, track staff availability, manage redeployments between wards and departments, and respond quickly to changing operational demands during the COVID-19 pandemic. The solution also needed to support compliance, reporting, scenario planning, and secure access to sensitive workforce information.
Introduction
During the pandemic, the Trust needed better visibility of workforce capacity across wards and departments. Staffing pressures were changing quickly, availability was fluid, and managers needed a clear picture of where staff could be deployed while still protecting vulnerable employees and maintaining safe staffing levels. Off-the-shelf tools were unlikely to offer the speed, flexibility, and operational fit required in such a fast-moving environment. Axisware worked closely with the Trust to deliver a bespoke NHS workforce management application tailored to these operational realities. The system was designed to give managers immediate access to workforce information, simplify redeployment decisions, and provide the reporting and audit trail needed in a highly regulated healthcare setting.
Solution
We developed a custom workforce management platform that enabled the Trust to:
- manage wards, departments, and staffing establishments
- maintain workforce records and staff availability
- track the movement of staff between wards and departments
- identify vulnerable staff and help prevent deployment into COVID-facing areas
- adjust ward and department structures as service needs changed
- monitor budgets and staffing targets
- provide instant visual feedback on staffing levels
- generate custom reports and business intelligence dashboards
- export data to Microsoft Excel for wider distribution
- create system snapshots and model “what-if” scenarios for planning purposes.
To support governance and compliance, the application also included a full audit trail of user actions, data changes, and historical staff movements. Role-based access controls and secure authentication were used to restrict access to authorised users and protect sensitive staff information.
Key Features
- Ward and department workforce planning
- Staff availability and redeployment tracking
- Vulnerable staff management
- Establishment and budget monitoring
- Safe staffing visibility dashboards
- Audit history for workforce changes
- Snapshotting and scenario modelling
- Custom reporting and Excel exports
- Role-based security and controlled access.
Benefits
The solution gave managers a clearer operational view of workforce capacity and made it easier to move staff quickly to where they were most needed. It supported safer staffing decisions, improved visibility across departments, and provided historical records for review, compliance, and operational analysis. The snapshot and scenario-planning tools also helped teams prepare for service changes and plan for the return to more normal operating conditions.
The strongest sign of value is that the platform continued to be used beyond the immediate crisis because the insight it provided remained useful in day-to-day workforce planning.

Conclusion
This NHS workforce management project shows how bespoke software can deliver immediate practical value in high-pressure environments. By giving hospital managers better visibility of staffing, availability, redeployment, and compliance, Axisware helped the Trust respond more effectively during a period of exceptional strain. The result was not just a crisis-response tool, but a durable operational system that continued to support workforce planning long after the most urgent pandemic pressures had eased.
